GENERAL PURPOSE
This position is responsible for assisting the Director V – Special Services with the general administration of the District's Special Services Program and services in compliance with applicable federal and state regulations and in accordance with District goals. Serves as a member of the leadership team.
ESSENTIAL JOB FUNCTIONS
- Assists District Administrators, Director V - Special Services, Associate Directors – Special Services in addressing legal issues related to the Special Services program ensuring compliance with state and federal laws.
- Assists the Director V - Special Services and Associate Directors – Special Services with comprehensive program evaluations maintaining District standards and goals.
- Collaborates on budget allocations, expenditures, fund balances and related financial activities ensuring that accurate allocations, revenues recorded, expenses are within budget limits and/or adherence to fiscal practices.
- Collaborates with internal and external stakeholders implementing and/or maintaining services and programs.
- Compiles data and presents reports as needed, analyzing issues, ensuring compliance with policies and procedures, and/or monitoring program components.
- Collaborates on Extended School Year Services for the continuing support of eligible students.
- Coordinates and plans professional development activities for certified and classified staff remaining compliant with state guidelines.
- Facilitates program improvement through leadership, on-going reviews, and revisions of program improvements plans continuing to maintain District standards, objectives, and goals.
- Facilitates the management of the District Special Services program for delivering services, enhancing student achievement, and conforming to established guidelines.
- Monitors and allocates personnel in order to comply with program needs and state regulations.
- Participates in District and state organizations pursuing personal professional development.
- Supervises and evaluates certified and classified staff as assigned ensuring department and District goals are met and District, state and federal compliance is maintained.
- Assists the Director V – Special Services to supervise the Special Services program and services complying with applicable District, state, and federal regulations.
- Performs other related duties as required/assigned.
QUALIFICATIONS AND REQUIREMENTS
Education and Experience
- Master’s Degree in job-related area from an accredited college or university, required.
- Minimum of three (3) years of job-related experience with increasing levels of responsibility is required.
Certificates, Licenses and Other Special Requirements
- Missouri Administrator or Special Education Administrator Certificate, preferred.
- Any Educator Certificate at appropriate grade level or Licensure in a related service area issued by the State Board of Registration for the Healing Arts, required.
- Must pass a Criminal Background Clearance, the results of which must be satisfactory to the District, required.

- Knowledge of algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues, draw conclusions and create action plans.
- Knowledge based competencies required to satisfactorily perform the functions of the job include pertinent codes, policies, regulations and/or laws; conflict resolution; bookkeeping principles, and concepts of management and supervision.

Working Conditions and Physical Requirements
- Work environment is primarily inside, where the noise and temperature levels are moderate.
- The work is light work that requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
- Must possess the physical ability to perceive the nature of sounds, make rational decisions through sound logic and deductive processes, express or exchange ideas by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and discern letters or numbers at a given distance.
